Kuwait's Liberation Day commemoratives were authorized following the withdrawal of Iraqi forces in February 1991, with the Central Bank issuing a series of gold pieces to mark successive anniversaries of the expulsion. The fifth anniversary in 1996 fell during a period when Kuwait was still processing billions in war reparations claims through the UN Compensation Commission — a body that would not complete its work until 2022.
The .9167 fineness places this squarely in the 22-karat standard favored for Gulf commemorative gold, consistent with regional minting conventions of the period.
