This note was produced during the Việt Minh's active war against French forces, when the Democratic Republic of Vietnam had no access to professional printing infrastructure. The 1950 currency series was printed under genuinely difficult field conditions — some denominations in this run were produced using rudimentary equipment in liberated zones, resulting in variable ink coverage and registration that collectors sometimes mistake for damage rather than manufacture.

Phan Văn Hộ is one of the few artists from this period whose credit survives in the record. The resistance government's deliberate attribution of design work to named Vietnamese artists was a political choice, not administrative routine.
