Abbeville's Chamber of Commerce notes from this period were among hundreds of emergency small-change issues that flooded France after the First World War drained copper and nickel from civilian circulation. The centimes denominations were stopgaps — nobody expected them to last, which is why most chambers printed on whatever stock was available and kept costs down. Chaix, a major Parisian commercial printer with a long history of government and institutional work, handled a significant share of these provincial issues.
Leclerc's involvement marks this one slightly above the average chamber note in design intentionality. Watermarking on a fifty-centime piece was not a given.
