Printed signature lines for the Président and Trésorier appear below the cartouche, the series number in red at lower right, and the designer's credit 'MARIUS SIMON' at the lower left margin. |

French Chambers of Commerce were authorized to issue emergency small-denomination notes from 1914 onward as metallic coinage vanished from circulation almost overnight — hoarded by the public and consumed by wartime industrial demand. The Nice chamber's series, printed locally by Robaudy in Cannes rather than by one of the larger Parisian houses, reflects how decentralized this emergency emission system became.
Marius Simon's involvement gives the note some regional design identity. Robaudy was a well-regarded Cannes printer with deep roots in commercial lithography on the Côte d'Azur.
