NAVROM was the Romanian state shipping company operating out of Constanța on the Black Sea coast. Like many large state enterprises in communist Romania, it issued its own internal scrip for use within controlled facilities — canteens, company shops, or worker settlements — where standard lei were not permitted to circulate freely.
