NAVROM was the Romanian state shipping company operating out of Constanța on the Black Sea coast. Like many large state enterprises in communist Romania, it issued its own internal scrip for use within controlled facilities — canteens, company shops, or worker settlements — where standard lei were not permitted to circulate freely. These notes functioned as a closed-currency system, entirely outside the National Bank's purview.
The security underprint on a piece of company scrip is worth noting — an unusual level of anti-counterfeiting effort for what was essentially a token instrument, suggesting meaningful volume of issuance and real concern about internal fraud.
