The Clunies-Ross family ruled the Cocos (Keeling) Islands as a private fiefdom for over a century, and their scrip currency was the only money permitted on the islands — workers on the copra plantation were paid in it and could only spend it at the family's own store. This was not a monetary system so much as a mechanism of economic captivity. The 1902 series, signed by George Clunies-Ross, circulated within a population that had no legal means to convert it into any external currency.
The unusually small format reflects the informal nature of the issue — these were produced without a commercial printer's infrastructure behind them.
