Dillkreis issued this piece under the emergency coinage provisions that proliferated across German municipal and district authorities from 1916 onward, as the imperial government's wartime metal requisitions stripped copper and nickel from civilian circulation entirely. Zinc was allocated to local issuers almost by default — it was what remained.
