Reverse description Printed in red on cream paper, the reverse carries an ornate chain-link border running along all four sides. The heading 'Die Mitausche Stadtverwaltung' appears in Gothic script at the top, followed by a redemption pledge in German stating payment of five kopeks within six months of conclusion of peace. The denomination '5 fünf Kopeken 5' is set boldly at centre, with a guarantee clause below referencing 600,000 rubles secured by municipal property valued at 1,593,000 rubles, accepted as legal tender by official payment offices in Kurland. The same facsimile signature and serial number with asterisk as on the obverse appear at lower right and lower left respectively.

Die Sicherheit der in Höhe von 600,000 Rubel auszugebenden Schuldscheine ist durch städtisches Vermögen im Wert von 1,593,000 Rubel voll gewährleistet. Diese Schuldscheine werden von den amtlichen Zahlungsstellen in Kurland als Zahlungsmittel entgegen genommen. Nachahmungen dieses Schuldscheins werden strafrechtlich verfolgt.

Jelgava's city administration issued this note under German military occupation, which had taken the city — then still widely called Mitau — in late July 1915 as Russian forces withdrew. The bilingual issuing authority name, rendered in both Latvian and German, reflects the administrative reality of a civilian municipal body operating under occupation but retaining local bureaucratic identity. These Latvian city emergency notes of 1915 are among the earliest paper instruments to use Latvian-language text in an official monetary capacity.

Notgeld of this type circulated because small-denomination coinage had vanished from the market almost immediately after war broke out.
