Cook Islands has operated as one of the most prolific licensing mints in the modern commemorative market, contracting designs to private minting houses — in this case almost certainly the Scottsdale Mint or a comparable facility — with the island nation's legal tender status providing the nominal issuing authority. The arrangement is entirely financial; Cook Islands holds no historical or cultural connection to the American frontier.
The .9999 fineness is atypical for bullion-weight silver rounds of this type, which more commonly use .999.
