Newfoundland maintained its own coinage long after most British dominions had surrendered monetary independence to a central authority — a consequence of its unusual constitutional status, which kept it outside the Canadian Confederation until 1949. The 1938–1943 run of this denomination coincides almost exactly with the Commission of Government period, during which Newfoundland had no elected legislature at all, having surrendered responsible government in 1934 following a debt crisis and near-bankruptcy.
Production was handled by the Royal Mint. After Confederation, remaining stocks were quietly absorbed into circulation alongside Canadian coinage before the series was discontinued entirely.
