Fractional Currency was a direct response to the hoarding crisis of 1862, when the public pulled coins from circulation almost overnight following the suspension of specie payments. The 3rd series, authorized under the Act of March 3, 1863, introduced perforated edges on some printings and tightened security features after counterfeiting of the earlier Postage Currency issues had become a serious problem.
The 5-cent denomination saw exceptionally heavy circulation — low face value meant constant handling, and survivors in decent condition are proportionally scarcer than the higher denominations from the same series.
