Obverse description The obverse carries a central portrait vignette of Spencer M. Clark, then Superintendent of the National Currency Bureau, whose likeness was controversially placed on this issue — a decision that prompted Congress to subsequently ban living persons from appearing on U.S. currency. The portrait is framed within an intricate lathe-work border, with denomination and legal tender inscriptions arranged in multiple registers across the note. The entire design was engraved and printed at the Treasury Department.
