The lower portion gives the issue date 'Elberfeld, 18. August 1923', a serial number, and the facsimile signature of the Oberbürgermeister accompanied by an official violet cachet stamp. To the right a separate panel contains the city arms of Elberfeld — a crowned lion passant within a shield — rendered in blue and orange. |
