Greece hosted the 1982 Pan-European Athletics Championships in Athens — a relatively modest event in international terms, but politically significant for a country that had only returned to democratic governance seven years earlier following the collapse of the military junta. The silver commemorative series issued for the games was among the first major numismatic programs produced under the restored Hellenic Republic's normalized banking authority.
KM#137 is one of several denominations struck for the series, each assigned a different athletic discipline.
