Glogau's municipal bank issued this note during the inflationary spiral of 1922, when German towns and cities were producing emergency small-change scrip — Kleingeldersatz — to compensate for the disappearing purchasing power of official coinage. The handmade paper substrate is an unusual choice for mass-issue notgeld and points to deliberate localism: Carl Flemming & T. C. Wiskott was a Glogau firm with deep roots in the regional printing and publishing trade.
Heinrich Schiestl, a prolific Würzburg artist frequently commissioned for notgeld design in this period, contributed work to dozens of municipal issues. His involvement here follows a pattern common to 1921–1922 issues where towns hired outside artists for decorative appeal while keeping production local.
