The "zilverbonnen" — silver vouchers — were issued by De Surinaamsche Bank as a direct response to the near-total disappearance of silver coin from circulation during the First World War. Hoarding and export drained the colony's specie, and paper substitutes denominated in silver value were the practical fix. The 2½ gulden denomination was a deliberate match to the existing silver coin of the same value, which helped public acceptance in a market deeply resistant to paper.

Enschedé had printed for the Surinaamsche Bank since the nineteenth century, and their Haarlem facility provided the watermarked stock.
