裏面の説明 Black letterpress print on paper with a red wavy-line guilloche underprint border, matching the obverse in style. The entire reverse is occupied by a dense block of Albanian-language text setting out the terms of the treasury guarantee instrument, headed 'SIGURIM ARKE I PERLIMTARËS SË SHKODRËS PERMBI 20 QINDTAR' in bold lettering, and referencing the Municipality of Shkodër's authorisation to issue 50,000 such notes bearing interest, redeemable by 30-VI-1920, with a closing legal warning regarding the backing of these notes.

Municipal emergency scrip of this kind was rare in Albania, and Shkodër's 1920 issues are among the most locally produced paper money on record from the country. Printed within the city itself rather than contracted abroad, the notes were a direct response to the acute coin shortage that followed the collapse of Ottoman monetary infrastructure and the chaotic years of competing administrations — Austrian, Italian, and Serbian forces had all passed through Shkodër between 1913 and 1920, each disrupting supply chains differently.

The qindtar denominations were purely functional stopgaps, never integrated into any national banking framework. Albania would not establish a central bank until 1925.
