Küstrin — today Kostrzyn nad Odrą in western Poland — was a heavily fortified garrison town on the Oder River, and by late 1918 its municipal treasury was issuing notgeld to compensate for the near-total collapse of small-denomination Reichsbank coin in circulation. Carl Flemming A.G., based in Glogau (now Głogów), was a well-established commercial printer with a long regional presence in Silesia, and their work on this series is competent if not distinguished.
The dual signatures of Securius and W. Schlitzberger indicate joint authorization under the Stadthauptkasse — a bureaucratic formality that became standard practice as municipalities scrambled to establish the appearance of institutional legitimacy for what was, in effect, emergency scrip printed in the final weeks of the German Empire.
