The central text, set in elaborate blackletter typeface, reads 'Gutschein der Gemeinde Walding' followed by a statement authorizing the Notgeld issue as resolved at the municipal committee session of 18 April 1920, valid until 31 December 1920. Walding is a small rural commune in Upper Austria, northwest of Linz, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921 — a direct consequence of the coin shortage that followed the collapse of the Habsburg economy. Jos. Waltl was a Linz commercial printer with no particular numismatic pedigree, and the designer Rögner is otherwise obscure, likely a local commercial artist rather than a specialist in currency work.
Three signatories — Parsch, Gucnberger, and Josef Rath — suggest the commune required multiple officials to authorize even small-denomination emergency scrip.
