| Obverse description | Green guilloche underprint covers the entire field, with two circular denomination medallions at left and right, each reading '20 HELLER' in bold letterpress. A central vignette shows the St. Pölten town hall (Rathaus) rendered in green intaglio-style print. The upper legend reads 'Kassenschein der Stadtgemeinde St. Pölten' with 'über' below, and a three-line guarantee text and date 'St. Pölten, 24. Dezember 1919' appear beneath the vignette, flanked by three manuscript signature lines for the Vizebürgermeister, Bürgermeister, and Gemeinderat. |

| Reverse description | Plain light paper with no decorative underprint, bearing entirely typeset text in blackletter (Fraktur) script. The heading 'II. Auflage.' appears in the upper right, followed by the denomination title 'Kassenschein der Stadtgemeinde St. Pölten über 20 Heller.' and a two-paragraph text explaining the issuance of 75,000 Kronen in emergency small-change notes, their non-interest-bearing nature, and the redemption terms valid until 30 June 1920. The anti-counterfeiting warning 'Die Nachahmung wird gesetzlich bestraft.' closes the text at centre bottom. |
