Niederösterreich's Heller notgeld of 1920 belongs to the extraordinary wave of emergency municipal and provincial paper that flooded Austria in the years immediately following the collapse of the Habsburg monetary system. With the Vienna-based Austro-Hungarian Bank unable to keep small coinage in circulation, provincial authorities were legally permitted to issue their own fractional notes — a stopgap that generated hundreds of distinct issues within a few years.
Christoph Reisser's Söhne, a long-established Viennese commercial printer, handled a substantial volume of this provincial notgeld work. Their output was functional rather than elaborate, unlike the decorative collector-oriented series that some smaller Austrian municipalities produced simultaneously to exploit philatelic demand.
