| Opschrift keerzijde | Kassenschein des Landes Niederösterreich über zwanzig Heller Zur Behebung der Kleingeldnot gibt das Land Niederösterreich auf Grund des Landtagsbeschlusses vom 29. April 1920 Kassenscheine im Gesamtbetrage von drei Millionen Kronen aus. Die Kassenscheine, die unverzinslich sind, werden in der Zeit vom 15. bis 31. Dezember 1920 beim n. ö. Landes-Obereinnehmeramte in Wien in gesetzlichem Bargelde eingelöst. Das Land Niederösterreich haftet für die Einlösung der Kassenscheine mit seinem ganzen beweglichen und unbeweglichen Vermögen. Niederösterreich's Heller notgeld of 1920 belongs to the extraordinary wave of emergency municipal and provincial paper that flooded Austria in the years immediately following the collapse of the Habsburg monetary system. With the Vienna-based Austro-Hungarian Bank unable to keep small coinage in circulation, provincial authorities were legally permitted to issue their own fractional notes — a stopgap that generated hundreds of distinct issues within a few years.
Christoph Reisser's Söhne, a long-established Viennese commercial printer, handled a substantial volume of this provincial notgeld work. Their output was functional rather than elaborate, unlike the decorative collector-oriented series that some smaller Austrian municipalities produced simultaneously to exploit philatelic demand.
