Hargelsberg is a village in Upper Austria with a population that barely cleared a few hundred in 1920 — which makes the existence of a locally printed Heller note entirely explicable. The post-WWI collapse of small-denomination coinage across Austria forced even the smallest Gemeinden to commission their own emergency currency, and Buchdruckerei Enns, a commercial printer in the nearby town of Enns, handled a significant number of these Upper Austrian Notgeld contracts.
The designer credit to L. Haase of Linz suggests the artwork was commissioned from a regional graphic artist rather than produced in-house by the printer — a not uncommon arrangement for municipalities that wanted something presentable but lacked design resources.
