Spitz an der Donau is a small wine-producing town in the Wachau, and this 20 Heller note is one of the thousands of Austrian Notgeld issues that flooded the market after the collapse of the Habsburg economy left municipalities scrambling to cover a catastrophic shortage of small-denomination coins. The Austrian state simply could not produce coinage fast enough, and local governments — down to village level — were authorized to fill the gap with emergency paper.
Wachau Notgeld issues from this period are disproportionately collected today relative to their original monetary significance, largely because the region's cultural cachet drove more careful local design work than most comparable issues.
