Liberia's late-1990s commemorative silver program was frankly a collector-market confection — the country had no meaningful connection to the Chinese lunar calendar, and these pieces were produced for export sale, primarily into Asian and Pacific Rim markets hungry for bullion-format lunar issues. The "Type II" designation distinguishes a second die or packaging variant within the same year of issue, a common practice among the private minting contractors Liberia engaged during this period.
