Negros Occidental was one of several Philippine provinces that organized its own emergency currency after the Japanese occupation severed normal banking operations in late 1941 and early 1942. These provincial issues were locally authorized, locally printed, and intended to keep commerce moving in the absence of any functioning central monetary authority. Negros Occidental's committee was among the more organized, producing a full range of denominations with reasonable consistency.

Guerrilla and provincial emergency notes from this period are frequently found with foxing, moisture damage, or handling wear — the tropical storage conditions and wartime use took a predictable toll. The S644 is no exception as a type.
