The upper portion carries the legend EMERGENCY CIRCULATING NOTE OF 1942 / ISSUED BY AUTHORITY OF THE PRESIDENT OF THE PHILIPPINES ON JANUARY 20, 1942, with the issuing authority NEGROS OCCIDENTAL PROVINCIAL CURRENCY COMMITTEE noted below the denomination. A red overprint vignette of the City of Bacolod seal appears to the right of center, and three facsimile signature lines for the Provincial Fiscal, Provincial Treasurer (Chairman), and Acting Provincial Auditor are printed across the lower field. |
