Chinese provincial food stamps (粮票) from the Cultural Revolution period operated as a parallel rationing currency, mandatory for grain purchases regardless of whether you held cash. Anhui Province had particular reason to guard its grain allocation tightly — the province had suffered catastrophically during the Great Leap Forward famine of 1959–1961, with some of the highest death tolls recorded anywhere in China. The Revolutionary Committee structure that issued this stamp replaced normal governmental apparatus after 1967.

The official seal is the only security feature because counterfeiting ration stamps, while it happened, was a political crime carrying severe consequences — social deterrence did more work than printing technology.
