Paderborn's Stadtsparkasse entered the notgeld market in 1921 during the acute small-change shortage that followed Germany's postwar coin hoarding crisis. Municipal savings banks issuing their own emergency denominations was legally tolerated rather than officially sanctioned — the Reichsbank had effectively lost control of low-denomination circulation by this point.
Ruhfus of Dortmund was a prolific notgeld printer with a solid regional client base across Westphalia, and Matern's design work for this issue sits comfortably within the decorative municipal style typical of the period's better-produced pieces. The four known variants catalogued under DeNG 1/2#1043.1-4/4 suggest serial or color differentiation rather than reissue — a distinction worth confirming before attribution.
