This is a modern bullion-adjacent commemorative issued under Niue's longstanding arrangement with New Zealand, which granted the island territory the right to produce legal tender coinage. Niue has leveraged that status aggressively since the 1990s to mint collector-series coins with nominal face values bearing no relationship to their silver content or market price — the two-dollar denomination here is a legal fiction.

The "Angels of St. Petersburg" series drew on iconographic programs from the city's imperial Orthodox churches, a subject with no geographic or historical connection to Niue whatsoever.
