A panoramic vignette across the upper half presents the townscape of Moers with industrial smokestacks, a mine headframe, church spires and rows of buildings reflected along a waterline. Four municipal or regional coats of arms occupy the corners: upper left bears two horse heads, upper right a tower with a diagonal band, lower left crossed keys, and lower right a seated ecclesiastical figure.
