| Obverse description | Black letterpress on pale green guilloche underprint. The issuer name 'Kreis Moers' is set in bold Gothic blackletter script at upper centre, accompanied by a handwritten serial number to its right. Below, the denomination 'Zwei Millionen Mark' is rendered in large Gothic type alongside a decorative numeral '2' vignette at left. At centre, the district coat of arms — a divided shield with tools — flanks text blocks stating payability conditions at all municipal cashiers within the district and the issue date 'Moers, den 15. August 1923', signed on behalf of the Landrat. The denomination '2 000 000' is repeated in each corner and 'KREIS MOERS' runs vertically along both lateral borders. |

Four municipal or regional coats of arms occupy the corners: upper left bears two horse heads, upper right a tower with a diagonal band, lower left crossed keys, and lower right a seated ecclesiastical figure.
