The legend BANK OF UGANDA arcs along the upper periphery, the date 1999 is divided across the left and right mid-fields, and the denomination 1000 SHILLINGS runs along the lower periphery. The legend THE NEW EUROPEAN CURRENCY arcs along the upper periphery, and a ring of twelve stars decorates the lower border, referencing the European Union. This novelty issue was produced in Uganda in 1999 as a deliberate anticipation of — or commentary on — the euro's physical introduction, which would not occur until January 2002. The embedded euro cent facsimile is a paper appliqué rather than a genuine struck coin, a detail that disqualifies it from any serious monetary function. It circulated as a collector piece from the moment of issue.
