Saparmurat Niyazov — who bestowed upon himself the title "Türkmenbaşy," meaning Father of all Turkmen — commissioned this gold issue as part of a sustained personality cult that had, by 2002, renamed months of the calendar after himself and his mother. The coin's very title, invoking "Father," was inseparable from that apparatus of self-deification.

Niyazov ruled Turkmenistan from independence in 1991 until his death in 2006, maintaining near-total control over the country's vast natural gas revenues. The Central Bank operated under conditions where monetary policy and political theater were functionally indistinct.
