Togo's authority to issue commemorative coinage derives from its membership in the West African Economic and Monetary Union, which pools monetary policy under the BCEAO — meaning these pieces carry a CFA denomination but were never intended for circulation in Lomé or anywhere else. The Airbus A319 series was one of dozens of licensed aviation-themed issues produced for the collector market in the early 2000s, largely marketed through European distributors rather than through Togolese channels.
Airbus licensed its designs to several mints during this period, resulting in near-identical issues across multiple CFA-zone nominal issuers simultaneously.
