Yugoslavia's post-liberation government issued this note in 1944 while the country was still under partial occupation — a provisional issue intended to replace the various occupation currencies circulating simultaneously across different zones. The design work by Đorđe Andrejević Kun is notable: he was a Communist Party member and one of the most prominent Serbian graphic artists of the period, which made him a natural choice for the new authorities.

The dual printer attribution reflects the chaotic logistics of 1944. Sheets were produced by Goznak in the Soviet Union, with the Serbian state printer ZIN handling finishing in Belgrade as territory was liberated.
