Yugoslavia issued fuel coupons periodically during the 1970s and 1980s as rationing instruments during periods of hard-currency shortfall and oil supply pressure — particularly after the 1973 and 1979 oil crises hit an import-dependent economy with limited foreign exchange reserves. These coupons allowed the state to control consumption without formally raising pump prices, which were politically sensitive in a system that subsidized basic commodities.

The 100-liter denomination is among the larger units in the series, typically allocated to commercial users or agricultural enterprises rather than private motorists, who received smaller fractional coupons.
