Yugoslavia issued fuel coupons periodically during the 1970s and 1980s as rationing instruments during periods of hard-currency shortfall and oil supply pressure — particularly after the 1973 and 1979 oil crises hit an import-dependent economy with limited foreign exchange reserves.
