Port Kunda, on Estonia's northern coast, was home to one of the Baltic region's oldest and most significant cement plants — founded in the 1870s and operating almost continuously through successive occupations. By 1941, Estonia was under Soviet then German administration in rapid succession, and the regular monetary system had effectively collapsed for local industrial transactions. Factory-issued scrip of this kind filled the gap, functioning as internal wage tokens or canteen currency for workers who had no reliable access to official exchange.

The rubber or hand stamp serving as the primary security feature reflects how hastily these were produced. Printed scrip with a simple ink validation was the fastest defensible solution available to plant management under occupation conditions.
