Gadebusch is a small town in Mecklenburg with a population that barely cracked 4,000 in the early 1920s — yet like hundreds of similarly modest German municipalities, it found itself printing its own emergency money as the postwar currency crisis stripped small-denomination coins from everyday commerce. This is Notgeld in its most local and unglamorous form: a stopgap measure authorized at the municipal level precisely because the central government couldn't keep pace with demand for low-value coinage.
The two signatories — Wulff Möller and Volitz — were almost certainly sitting town officials signing in an administrative capacity, not financial specialists. That kind of detail, easily overlooked, tells you something about how improvised the whole system was.
