The lower portion carries a bilingual authorisation text in German and French, dated 22 February 1922, referencing the High Commissioner of the Allied Powers, accompanied by multiple manuscript signatures and a serial number. |

The central, dominant vignette portrays the Memel lighthouse (labelled "Leuchtturm") with waves breaking against its pier; a couple in regional folk dress occupies the left vignette, while a figure standing on a harbour jetty gazes out to sea in the right vignette. A ribbon cartouche at the top carries the name "Memel", and below the central scene the text "Notgeld der Handelskammer" appears in Gothic script, with the printer's imprint "GEBR. PARCUS MÜNCHEN" at the foot. |
