Hofecker as designer — a name that appears across several Lower Austrian emergency issues of the period, suggesting a coordinated regional approach to producing aesthetically distinct small-denomination paper rather than the crude utilitarian printing common in many towns. A. Lugard handled the local production, keeping the work within the city itself.
The Stadtgemeinde issues of 1920 came after Austria's postwar inflation had already rendered metal coinage effectively worthless in small transactions. These heller denominations filled a real gap.
