A product of Austria's Notgeld wave, this Roth department store voucher was issued when small-change shortages had become severe enough that private retailers printed their own fractional currency. Modewarenhaus Alois Roth — a fashion and dry goods house in St. Pölten — had these printed locally at Rosenberg, keeping both cost and turnaround time low. The Jaksc reference confirms provincial Austrian private issue classification, distinct from the municipal Notgeld series running concurrently in the same town.
Retailer-issued Heller notes like this one were typically redeemable only at the issuing shop, which sharply limited their circulation range and explains the high survival rate relative to municipal issues.
