A central framed panel bears the calligraphic names of the five issuing municipalities in large script. A joint issue from five Lower Austrian municipalities — Neustadtl an der Donau, Nabegg, Judenhof, Windpassing, and Klein Wolfstein — this 10 Heller notgeld dates from 1920, when the collapse of the Habsburg monetary system left rural communities scrambling to produce their own fractional currency. The printer, F. Kiefer of Amstetten, handled several regional notgeld commissions during this period, keeping production local and costs manageable. Designer Steff Reineck's involvement suggests a degree of deliberate artistic commission rather than purely utilitarian output.
Multi-municipality joint issues of this kind are less common than single-issuer notgeld, and the administrative coordination required across five separate communities makes surviving examples modestly interesting from a fiscal history standpoint.
