Roubaix and Tourcoing were under German occupation from October 1914 until the armistice, and the municipal emergency notes issued there were a direct product of that occupation — the occupying authorities had drained the region of metallic currency, forcing local administrations to print their own fractional and low-denomination paper to keep commerce minimally functional. The joint issuance by two neighboring communes rather than a single municipality reflects both the industrial interdependence of these textile cities and the administrative improvisation of wartime.
Printed locally by Debode rather than sent to a secure facility, the notes relied on a dry stamp as their primary authentication — a fragile deterrent against forgery in a city cut off from normal financial infrastructure.
