Rwanda's small-type 10 Francs was introduced as a weight-reduced successor to the heavier KM#14.1, a quiet administrative decision driven by the chronic metal cost pressures facing the Banque Nationale through the early 1980s. The country's economy was under considerable strain from collapsing coffee prices — coffee being Rwanda's dominant export — and trimming coinage costs was one lever among several the government could actually control.
