The Caisse Centrale de la France d'Outre-Mer was established by de Gaulle's provisional government in 1944 to manage currency across French colonial territories, deliberately sidelining the older colonial banks that had held that authority before the war. This 10 Francs note circulated across a remarkably scattered geography — the same P#32 issue served French Guiana, Guadeloupe, Martinique, and Réunion simultaneously, a deliberate policy of monetary unification that ignored the practical differences between those economies.
Hourriez and Chapon were both senior engravers at the Banque de France's Atelier de fabrication, and the split attribution across obverse and reverse was standard workshop practice for the period rather than any unusual collaborative arrangement.
