Liberia issued commemoratives aggressively throughout the 1990s, and this piece belongs to a wave of coins produced specifically for the Asian collector market following the 1997 handover. The coins were not intended for domestic circulation and were sold almost entirely through overseas dealers and mail-order numismatic firms. Liberia's use of its sovereign minting authority to produce foreign-themed commemoratives was a commercial arrangement, not a diplomatic statement — the country had no formal role in the handover negotiations whatsoever.
