The Caribbean Development Bank, headquartered in Barbados, was established in 1970 largely at the initiative of Canada, which saw regional development lending as a way to stabilize newly independent Commonwealth nations in the Eastern Caribbean. This proof issue marks the bank's first decade — a period during which it financed infrastructure across islands with no realistic access to commercial credit markets.
The .925 silver version was struck alongside a cupro-nickel circulation issue; the proof was almost certainly produced at the Royal Mint on contract, as was standard practice for Eastern Caribbean States commemoratives of this period.
